Overview:
Transform Health is a global coalition working to achieve universal health coverage (UHC) by 2030 through the responsible and inclusive use of digital technologies and data.
As part of its commitment to equity, representation and gender-responsive digital health leadership, Transform Health has developed an initial Women Leaders in Digital Health database, currently hosted on Canva. The database collates profiles of women leaders across geographies, thematic areas and professional roles, with the objective of increasing visibility, discoverability and engagement with women experts in digital health.
While the current version serves as a proof of concept, its format presents significant limitations in terms of navigation, filtering, accessibility and scalability. Transform Health therefore seeks to engage a specialist contractor to design and develop an interactive, user-friendly and visually compelling version of the database, offering improved search, filtering and exploration capabilities, and suitable for public-facing use.
The contractor will work closely with the Transform Health communications and policy teams to translate an existing database into a robust visualisation product that supports discovery, storytelling and future growth. This assignment focuses on visualisation, interaction design and technical build (including backend mechanism for updating the database from time to time), not data collection or content creation.
Expected Duration:
These services should be during the period between ~27 March 2026 and 21 April 2026.
Scope of Work
1. Technical and Visualisation Approach Recommendations
Provide recommendations for the most appropriate platform(s) or tools to develop and host the Women Leaders database, with consideration for both immediate deployment and longer-term sustainability.
This includes:
- Assessment of suitable visualisation and data tools (eg Tableau, Power BI or comparable platforms)
- Rationale for recommended approach, including considerations related to cost, licensing, maintenance, accessibility and scalability
- Considerations for embedding or integrating the database within the Transform Health website
- Implications for ongoing updates, including non-technical content management by the Transform Health team where feasible
2. Design and Development of Interactive Database
Design and develop an interactive, navigable version of the Women Leaders in Digital Health database, using data provided by Transform Health.
The database should:
- Enable intuitive exploration through filters and search functions (eg geography, area of expertise, sector, role, language or similar attributes – Transform Health will share the specific and relevant filters)
- Offer clear, accessible and visually consistent presentation of individual profiles
- Support both high-level scanning and deeper exploration of the dataset
- Be optimised for desktop and mobile viewing
- Adhere to basic accessibility best practices (eg colour contrast, legibility, clarity of interaction)
Transform Health will provide a cleaned and structured dataset, narrative framing and usage intent and brand guidelines and visual references. The contractor is responsible for visualisation design, interaction logic, backend mechanism, layout and technical implementation, not data validation or content writing.
3. Handover and Documentation
Provide a basic handover package, proportionate to the scope of work, including:
- Documentation outlining how the database can be updated or maintained
- Clear explanation of any dependencies, licenses or external tools used
- Guidance on limitations or considerations for future expansion

Budget
The total budget for this project is between USD 2,500–3,500, inclusive of all design, revisions and final delivery of agreed assets.
Experience and qualifications
The contractor or team should demonstrate:
- Strong experience in data visualisation, interactive dashboards or exploratory data products
- Proven use of tools such as Tableau, Power BI or equivalent visualisation platforms
- Experience designing public-facing, user-centred digital products
- Ability to translate complex datasets into intuitive, accessible visual experiences
- Familiarity with communications in global health, development or social impact contexts
- Ability to work collaboratively with distributed teams and within tight timelines
