Policies and Standards of Conduct

Transform Health is a global coalition of more than 200 organisations driving the digital transformation of health to achieve universal health coverage.

As we work with an ambition of realising this goal, we are committed to fostering a safe, inclusive and collaborative environment for all members of our global coalition. Our shared values and principles are reflected in the policies outlined on this page, which guide how we engage with one another and with the communities we serve.

These policies apply to all who engage with Transform Health – including national coalitions, grantees, working groups, the Enabling Function, and partner organisations. By adhering to these policies, we ensure our collective efforts are grounded in respect, transparency and a shared responsibility to advance health for all in the digital age.

Our Core Policies

Our work is guided by three core policy areas:

  • Code of Conduct – Principles and expectations for all individuals and organisations working with Transform Health
  • Whistleblowing and Reporting – Safe and confidential processes to report violations or concerns, upheld by our Whistleblowing Committee
  • Privacy and Data Use – How we manage data, respect user rights and ensure compliance with European General Data Protection Regulation (GDPR)

Code of Conduct

Transform Health’s Code of Conduct outlines the standards of behaviour expected from all those engaged in our work. It is designed to foster a respectful, ethical and inclusive culture across the coalition – ensuring everyone can participate meaningfully and safely in pursuit of our mission.

This Code applies to:

  • Staff and leadership
  • National coalitions and working groups
  • Contractors, consultants and grantees
  • Partner organisations
Each principle includes clear behavioural expectations for all coalition participants:

Respect – Foster dignity, kindness and professional communication. Honour boundaries and time zones.

Collaboration and Participation – Emphasise teamwork, shared ownership and inclusive contribution.

Diversity, Equity and Inclusion – Promote equitable participation, cultural sensitivity and youth engagement.

Confidentiality and Trust – Protect sensitive information and build trust through transparency.

Open Communication – Encourage transparency, feedback and inclusive dialogue.

Non-discrimination and Non-harassment – Zero tolerance for disrespect, discrimination or abuse in any form.

Integrity and Accountability – Uphold ethical standards, take responsibility, and honour commitments.

Learning and Growth – Embrace continuous learning, mentorship and skills sharing.

Health Equity and Justice – Centre efforts on underserved and marginalised communities.

Sustainability – Use resources responsibly and minimise environmental impact.

Whistleblowing and Reporting Misconduct

We encourage all members of our coalition to report any behaviour that violates our Code of Conduct or puts others at risk. Our Whistleblowing Committee is dedicated to ensuring a safe, confidential, and supportive environment for anyone who needs to report concerns.

Transform Health is committed to creating a culture where speaking up is supported and retaliation is never tolerated. By upholding transparency and aligning with our Articles of Association, Risk Management, Due Diligence and Operational Policies, we aim to protect the well-being of our organisation.

You can report concerns or violations through any of the following channels:

All reports will be treated with confidentiality and investigated promptly. Retaliation against whistleblowers is strictly prohibited and may lead to disciplinary action.
